The FIAs World Motor Sport Council has ratified a series of rule changes for the 2017 season, including new rules around wet weather starts and the stockpiling of engine components. The changes are designed to tidy up existing rules and close loopholes in the regulations that have become clear this season.Engine stockpiling clampdownThe changes to prevent stockpiling of engine components was proposed after Mercedes decided to amass a 65-place grid penalty at the Belgian Grand Prix. As a cost saving measure, when a driver uses more than their allocation of engine components for the season they are hit with grid penalties, but the spirit of the regulation is open to abuse. In the knowledge that Lewis Hamilton could start no lower than 22nd on the grid in Belgium, Mercedes fitted three new power units to his car over the weekend in order to concentrate all his penalties on one race while ensuring he had fresh engines for the rest of the season. In reaction to the component stockpiling in Spa, the FIA has made the following change to the regulations: During any single event, if a driver introduces more than one of a power unit element that is subject to penalty, only the last element fitted may be used at subsequent events without further penalty. This is to prevent the stockpiling of spare power unit elements.Wet weather startsFollowing a downpour ahead of the British Grand Prix, the race was started under a safety car leading to a single file procession at the start of the first racing lap. Fans complained that they were robbed of a standing start and as a result the procedure for starting races in wet conditions has been changed.A new procedure regarding wet weather starts was also accepted, an FIA statement explained. From 2017, if a safety car is deemed to be required for the beginning of a race due to wet weather, a normal standing start will occur once the track is deemed safe to race. The process will see the safety car return to the pit lane and the cars assemble on the grid for the start.Uniform early-2017 tyre allocationsA new rule this season has seen teams pick which compound tyres they wish to use at a race weekend. Although the change has been a success, leading to mixed strategies and less predictable racing, it requires tyre choices to be made well in advance. Because next years tyres will not be tested until the two pre-season tests ahead of Australia, teams faced the problem of picking tyres before they had even seen them. As a result the FIA and Pirelli will specify which tyres the teams receive. For the first five events of the 2017 Championship season only, the normal team selection procedure for tyres will not be used as the deadline occurs before pre-season testing. For these events the supplier will allocate two sets of the hardest compound specification, four sets of the medium compound specification and seven sets of the softest compound specification to each driver. The Haas ruleThe FIA has also moved to clarify the rules around teams working together in collaborative agreements, such as the relationship between Haas and Ferrari before the American team joined this season. The World Motor Sport Council confirmed changes to Appendices 6 and 8 of the 2017 F1 Sporting Regulations which clarify outsourcing arrangements and conduct permitted regarding Listed Parts, Non-Listed Parts, wind tunnel testing and personnel transfer between teams engaged in a working or developmental relationship. NASSAU, Bahamas -- Hideki Matsuyama ended Saturday on his way to another victory.Matsuyama, a winner in three of his past four tournaments, holed out for eagle on the front nine and kept his mistakes to a minimum for a 7-under 65 to build a seven-shot lead in the Hero World Challenge.British Open champion Henrik Stenson (66) and U.S. Open winner Dustin Johnson (72) were the closest players to the Japanese star.Tiger Woods was even farther back -- 11 shots -- though the opening hour was filled with big excitement and raised expectations. Woods opened with three straight birdies, and then holed out a 40-yard bunker shot on the par-3 fifth hole to get within two shots, as Matsuyama was getting started.Matsuyama was at 19-under 197, matching the 54-hole score by Bubba Watson last year at Albany. A year ago, Watson had a two-shot lead. No one is close to Matsuyama, the hottest player in golf over the past two months.I knew somebody was going to go low, but I thought it was going to be probably three, four guys that would post this kind of a score, Woods said. But Hideki is just playing unbelievable golf.Johnson tried to stay with him but had a hard time keeping the ball out of the sandy areas off the tee. Matsuyama was two shots ahead when he laid up on thee short seventh hole, which played downwind, and then one-hopped his wedge into the cup for an eagle.dddddddddddd Just like that, the lead was up to four. And when Johnson kept making mistakes, ending with a double bogey on the 18th, the margin only got wider.Brandt Snedeker (69) and Matt Kuchar (71) were at 11-under 205.Matsuyama took notice early when he saw Woods made a brief run up the leaderboard.Only Tiger could take a year-and-a-half off and put up the numbers hes putting up this week, Matsuyama said. I dont care how many strokes Im leading over him, I still worry about him, fear him. That was more respect than reality. The winners of golfs two oldest major championships this year dont sound like they have much of a chance from seven back.Anythings possible, but Im going to have to shoot a really special round, Johnson said.Matsuyama won his first World Golf Championships title last month in Shanghai at the HSBC Champions, winning by seven shots over Stenson and Daniel Berger.Thats exactly what he did at HSBC Champions, and it was not much to do at that time. And possibly, that could be the same tomorrow, Stenson said. ' ' '
